Controversial new flats for Sandsend

THE go-ahead has been given to the development of a four-storey "art deco" apartment complex in Sandsend.

Scarborough Borough Council's planning committee approved the controversial plans to demolish a redundant garage in The Parade and replace it with a nine apartment complex.

The proposed building has a width of 16 metres which fronts The Parade, and a maximum depth of 18.8 metres, and will be set back seven to eight metres from the road frontage.

Developers Mulgrave Estate say the design of the building is based on a contemporary interpretation of a 1930s modernist/art deco style of architecture.

Councillors approved the plans despite receiving objections from 10 residents living in and around the Sandsend area, and a petition with 94 signatures.

Objections were based predominantly around the visual impact of the proposals, with one saying "the style and number of flats would not be in keeping with Sandsend but not out of place in Miami", while another said, "the new building will be an eyesore not in keeping with the village".

Mrs Norton, who lives next door to the proposed development, spoke at the planning committee's about her concerns.

She said she considers the building to be totally out of context with the surrounding buildings, and that it will be a "total blot on the landscape".

Mrs Norton also had concerns regarding the size and proximity to her home and the impact on their side windows and main entrance, saying the development would have an "overbearing effect due to the mass/height of the concrete wall to the building and loss of light this will result in".

The planning application also received objections from Lythe Parish Council which stated: "The parish council has major concerns regarding the large number of flats in this application and the resultant problems with vehicle access/egress.

"In addition, the majority of parish councillors felt that the development design is not only an overdevelopment, but a distasteful development and not in keeping with other properties in the small heritage village of Sandsend."

Councillors on the committee had mixed views regarding the proposals.

Coun Cecil Ridley said: "I went to the site and I thought this development could be a breath of fresh air for Sandsend.

"There is such a mixture of property style there that I don't think you can say it is out of character."

Coun Brian Watson said: "As soon as I saw the proposals I got my van out and drove to Sandsend because I was horrified to see it had been recommended for approval.

"I was more horrified when I got there.

"I can see there is a site to be improved but I cannot allow this.

"A small development would be suitable but this would be totally out of place."

Seven councillors voted in the favour of the application.

It is hoped that building work, which is expected to take 12 months, will start in spring 2011.
