The crash at the junction with Waterstead Lane happened just before midday and involved a red Peugeot and a red Honda moped.
The male moped rider who lives locally was taken to Scarborough Hospital by ambulance after suffering a head injury and a suspected broken leg.
North Yorkshire County Council Highways were also brought in to assist with a diversion which has been put in place at Chubb Hill Roundabout.
A man driving the Peugeot was arrested in connection with the collision.
